CONSTITUTION:The steam temperature inside a turbine stage part and the wall surface temperature are detected and the temperature difference between the both temperatures is calculated by a calculator 13. The water quantity (drain quantity) per hour is calculated by a water quantity calculator 15 from the output signal which represents the temperature difference and the output signal of an inflow steam quantity calculator 14. Then, a judging device 16 judges if the obtained water quantity is put into reduction tendency, passing through a peak value or not, and then a judging device 17 judges if the water quantity becomes 1/3 of the peak value or not. If the water quantity on start is over 1/3 of the peak value. the number of revolution is kept, and when the water quantity becomes 1/3 or less, a revolution speed adjustor 18 executes the speed increasing control.
