Abstract

Es wird ein Zugangs- und Abrechnungsverfahren mittels Chipkarte zum Bezug von Leistungen und/oder Versorgungen aus Telekommunikationsnetzen, Versorgungsnetzen und dergleichen unter Verwendung eines dezentralen Teilnehmeranschaltsystems mit einem peripheren Zähl- und Verriegelungsglied und einem daran angeschalteten Teilnehmeranschaltgerät offenbart. Bei diesem Verfahren wird eine Chipkarte mit einer ersten Speichereinrichtung für Wertpunkte, die zum Beziehen von Leistungen und/oder Versorgungen eines bestimmten Betreibers berechtigen, bereitgestellt und/oder initialisiert. Weiterhin wird ein bestimmter Geldbetrag an den Betreiber überwiesen und eine diesem Geldbetrag entsprechende Wertpunktmenge in der ersten Speichereinrichtung der Chipkarte gespeichert. Durch Kommunikation des peripheren Zähl- und Verriegelungsglieds mit der in das Teilnehmeranschaltgerät eingebrachten Chipkarte wird das dezentrale Teilnehmeranschaltsystem freigeschaltet und werden die jeweiligen Leistungen und/oder Versorgungen bezogen. Schließlich wird die Wertpunktmenge entsprechend den bezogenen Leistungen und/oder Versorgungen verringert. In einem vereinfachten Abrechnungsverfahren werden von einem Dienstleister/Händler mittels eines Programmiergeräts Überweisungsdaten auf eine seitens des Bestellers in sein Anschaltgerät geführte Chipkarte übertragen, dort bestätigt und anschließend als normale Banküberweisungen nach nochmaliger Bestätigung zum Zweck der Bestellung von Dienstleistungen/Waren ausgeführt.
