Description

ゲートウェイ及び制御装置、並びにこれらの通信制御方法
 本発明は、ゲートウェイ及び制御装置、並びにこれらの通信制御方法に関し、特に3GPP(3rd Generation Partnership Project)で規定されるUMTS(Universal Mobile Telecommunications System)に対応する移動局(UE:User Equipment)を、マクロセルからフェムトセルへハンドオーバさせる技術に関する。
 HNB(Home Node B)は、エンドユーザの敷地内等に設置可能な小型の無線基地局であり、UMTS方式に対応したUEを、ブロードバンドIP(Internet Protocol)バックホール等のPDN(Public Data Network)を介して、モバイルオペレータのコアネットワークへ接続する。
 HNB-GW(Gateway)は、PDNを介して接続される複数のHNBを収容し、各HNBと、コアネットワークを構成するMSC(Mobile Switching Centre)、SGSN(Serving GPRS(General Packet Radio Service) Support Node)、MGW(Media Gateway)、GGSN(Gateway GPRS Support Node)等のノードとの間でトラヒックを中継する。
 NB(Node B)は、モバイルオペレータによって屋外等に設置される無線基地局であり、UMTS方式に対応したUEをコアネットワークへ接続する。NBにより形成されるセル(一般にマクロセルと呼称される)は、そのカバレッジが大きく、以て収容可能なUE数が大きい。一方、上記のHNBにより形成されるセルは、そのカバレッジがNBと比較して極めて小さいことから、一般にフェムトセルと呼称される。
 RNC(Radio Network Controller)は、複数のNBを収容し、各NBとUEとの間の無線リソースを制御する制御装置である。3GPPでは無線リソースを制御するためのRRC(Radio Resource Control)プロトコルが規定されており、RNC及びUEがこのRRCプロトコルを終端する。
 なお、HNB、HNB-GW、UE、NB、RNC、MSC、MGW、SGSN、GGSN、及びPDN各々の詳細については、3GPPの各種仕様書に規定されている(TS 22.220、TS 25.467、TS 23.002、TS 23.060、TS 25.301等を参照)。
 UMTSにおいて、セル間のハンドオーバは、UEからRNCへのMeasurement Reportメッセージの通知をトリガとして実施される。具体的には、RNCは、RRCプロトコルに則した制御メッセージ(以下、RRCメッセージと呼称することがある)によって、UEに対し周辺セルの無線品質を測定するよう指示する。RNCは、Measurement Reportによって通知される測定結果に基づき、隣接セルの無線品質が良好であると判断した場合、UEに対してハンドオーバの実行を指示する。
 ここで、各セルにはPSC(Primary Scrambling Code)が割り当てられており、UEはPSCによって各セルを識別する。また、RNCは、UEに対してPSCを指定して、どのセルの無線品質を測定すべきか指示する。PSCは、512通りの値を呈し、隣接するセル同士間で重複しないように割り当てられる。RRCメッセージでは、UEに対する品質測定の指示に際して、UEが在圏しているセルと同一周波数を使用する隣接セルを最大32個、異周波数を使用する隣接セルを最大32個まで指定できる。
 マクロセルは、通常、その半径が数百メートルから数キロメートルに及ぶ。一方、フェムトセルは、通常、その半径が数メートルから数十メートル程度であり、家庭や会社等に設定される。そして、512通りのPSCの内の限られた一定数がフェムトセル専用に割り当てられ、割り当てられたPSCをフェムトセル間で共用するユースケースが想定される。換言すると、或るマクロセル配下に、同一のPSCが割り当てられたフェムトセルが多数存在し得る。
 この場合、UEに隣接セルの無線品質を測定させ、その測定結果がMeasurement Reportメッセージにより通知されたとしても、RNCは、UEがどのフェムトセルの無線品質を測定しているか判断できない。この結果、RNCがハンドオーバ先のフェムトセルを一意に特定できず、また、仮にハンドオーバ手順を実施したとしても、誤ったフェムトセルへUEをハンドオーバさせてしまうという問題が生じる。
 この問題に対処するため、3GPPのRelease9では、UEに、Measurement Reportメッセージ中に測定対象セルのIDを含めて報告させる方式が検討されている。

 しかしながら、本願発明者は、3GPPのRelease9で検討される方式には、その導入が困難であるという課題があることを発見した。具体的には、市場にはセルIDを報告できないRelease8以前の規格に準拠したUEが多数展開されており、Release9で検討される方式では、このようなUEをフェムトセルへハンドオーバさせることが出来ない。また、市場展開された既存のUEに対して改修を施し、セルIDの報告機能を実装することは実質的に不可能である。
 なお、参考技術として、特許文献1及び2には、UEに対してCSG(Closed Subscriber Group)機能を実装し、以てUEをフェムトセルへハンドオーバさせる技術が記載されている。しかしながら、この技術は、既存のUEをフェムトセルへハンドオーバさせるためのものでは何ら無く、3GPPのRelease9で検討される方式と同様の課題を有する。
 従って、本発明の目的は、UEに対して改修を施すこと無く、フェムトセルへのハンドオーバを実現することにある。
 上記の目的を達成するため、本発明の第1の態様に係るゲートウェイは、コアネットワークと、公衆網を介して前記コアネットワークへそれぞれ編入する複数の基地局との間でトラヒックを中継する。このゲートウェイは、前記公衆網を介して、前記複数の基地局との通信を行う第1の通信手段と、前記コアネットワークとの通信を行う第2の通信手段と、前記第1及び第2の通信手段を制御して、前記トラヒックの中継を行う制御手段とを備える。前記制御手段は、前記コアネットワークから、移動局を前記複数の基地局のいずれかへハンドオーバさせる旨を通知された場合、新たなRRCコネクションの確立を促すRRCコネクション解放メッセージを生成し、前記コアネットワークに、前記移動局とRRCコネクションを確立している制御装置に対して、前記RRCコネクション解放メッセージを前記移動局へ転送するよう指示させる。
 また、本発明の第2の態様に係る制御装置は、自装置に接続される基地局と前記基地局に在圏する移動局との間の無線通信に際して、無線リソースを制御する。この制御装置は、前記基地局を介して、前記移動局との通信を行う第1の通信手段と、コアネットワークとの通信を行う第2の手段と、前記第1及び第2の通信手段を制御して、前記無線リソースの制御を行う制御手段とを備える。前記制御手段は、前記移動局から受信した周辺セルの無線品質に関する測定レポートに基づき、前記移動局を、公衆網を介して前記コアネットワークへ編入する他の基地局へハンドオーバさせるべきと判定した場合、その旨を、前記コアネットワークを介して前記コアネットワークと前記他の基地局との間でトラヒックを中継するゲートウェイへ通知し、前記通知に応じて、前記ゲートウェイからRRCコネクション解放メッセージを受信した場合、前記RRCコネクション解放メッセージを、前記移動局へ転送する。
 また、本発明の第3の態様に係る制御装置は、自装置に接続される基地局と前記基地局に在圏する移動局との間の無線通信に際して、無線リソースを制御する。この制御装置は、前記基地局を介して、前記移動局との通信を行う第1の通信手段と、コアネットワークとの通信を行う第2の手段と、前記第1及び第2の通信手段を制御して、前記無線リソースの制御を行う制御手段とを備える。前記制御手段は、前記移動局から受信した周辺セルの無線品質に関する測定レポートに基づき、前記移動局を、公衆網を介して前記コアネットワークへ編入する他の基地局へハンドオーバさせるべきと判定した場合、新たなRRCコネクションの確立を促すRRCコネクション解放メッセージを前記移動局へ送信する。
 また、本発明の第4の態様に係る制御方法は、コアネットワークと、公衆網を介して前記コアネットワークへそれぞれ編入する複数の基地局との間でトラヒックを中継するゲートウェイの制御方法を提供する。この制御方法は、前記コアネットワークから、移動局を前記複数の基地局のいずれかへハンドオーバさせる旨を通知された場合、新たなRRCコネクションの確立を促すRRCコネクション解放メッセージを生成し、前記コアネットワークに、前記移動局とRRCコネクションを確立している制御装置に対して、前記RRCコネクション解放メッセージを前記移動局へ転送するよう指示させることを含む。
 また、本発明の第5の態様に係る制御方法は、基地局と前記基地局に在圏する移動局との間の無線通信に際して、無線リソースを制御する制御装置の制御方法を提供する。この制御方法は、前記基地局を介して前記移動局から受信した周辺セルの無線品質に関する測定レポートに基づき、前記移動局を、公衆網を介して前記コアネットワークへ編入する他の基地局へハンドオーバさせるべきと判定した場合、その旨を、前記コアネットワークを介して前記コアネットワークと前記他の基地局との間でトラヒックを中継するゲートウェイへ通知し、前記通知に応じて、前記ゲートウェイからRRCコネクション解放メッセージを受信した場合、前記RRCコネクション解放メッセージを、前記移動局へ転送することを含む。
 さらに、本発明の第6の態様に係る制御方法は、基地局と前記基地局に在圏する移動局との間の無線通信に際して、無線リソースを制御する制御装置の制御方法を提供する。この制御方法は、前記基地局を介して前記移動局から受信した周辺セルの無線品質に関する測定レポートに基づき、前記移動局を、公衆網を介して前記コアネットワークへ編入する他の基地局へハンドオーバさせるか否かを判定し、前記移動局を前記他の基地局へハンドオーバさせると判定した場合、新たなRRCコネクションの確立を促すRRCコネクション解放メッセージを前記移動局へ送信することを含む。
 本発明によれば、UEに対して改修を施すこと無く、フェムトセルへのハンドオーバを実現することが可能である。

 以下、本発明に係るゲートウェイ及び制御装置、並びにこれらを適用するネットワークの実施の形態1及び2を、図1~図9を参照して説明する。なお、各図面において、同一要素には同一の符号が付されており、説明の明確化のため、必要に応じて重複説明は省略される。
[実施の形態1]
 図1に示すように、本実施の形態に係るネットワークは、UE 10と、複数のHNB 20_1~20_6(以下、符号20で総称することがある)と、複数のNB 30_1~30_4(以下、符号30で総称することがある)と、RNC 40と、HNB-GW 50と、MSC 60と、SGSN 70とを含む。HNB 20_1~20_6は、フェムトセル21_1~21_6をそれぞれ形成する。NB 30_1~30_4は、マクロセル31_1~31_4をそれぞれ形成する。
 図1に示す例では、UE 10は、マクロセル31_1に在圏し、以てNB 30_1に無線接続している。フェムトセル21_1~21_6は、マクロセル31_1内に互いに離隔して設置されており、同一のPSC(但し、マクロセル31_1とは異なるPSC)が割り当てられている。また、HNB 20_1~20_6は、公衆網(図示せず)を介してHNB-GW 50に接続されている。一方、NB 30_1~30_4は、RNC 40に接続されている。RNC 40及びHNB-GW 50は、コアネットワーク(CN:Core Network)を構成するMSC 60及びSGSN 70にそれぞれ接続されている。
 この内、HNB-GW 50は、図2に示す如く、HNB I/F(Interface) 51と、CN I/F 52と、制御部53とを含む。HNB I/F 51は、公衆網を介して、HNB 20_1~20_6との通信を行う。CN I/F 52は、MSC 60及びSGSN 70との通信を行う。制御部53は、HNB I/F 51及びCN I/F 52を制御して、HNB 20と、MSC 60及びSGSN 70との間でトラヒックを中継する。換言すると、制御部53は、HNB I/F 51及びCN I/F 52との協調動作によって、HNB-GW 50を一般的なHNB-GWと同様に機能させる。本実施の形態に特有の動作として、制御部53は、CN I/F 52を介してMSC 60及びSGSN 70の各々から受信した、RANAP(Radio Access Network Application Part)プロトコルに則したメッセージ(以下、RANAPメッセージと呼称することがある)を処理する。さらに、制御部53は、RRCメッセージを生成する。なお、RANAPメッセージの仕様は3GPP TS 25.413に規定され、RRCメッセージの仕様は3GPP TS 25.331に規定されている。
 また、RNC 40は、図3に示す如く、NB I/F 41と、CN I/F 42と、制御部43とを含む。NB I/F 41は、NB 30とのインタフェースとして機能し、NB 30を介してUE 10との通信を行う。CN I/F 42は、MSC 60及びSGSN 70との通信を行う。制御部43は、NB I/F 41及びCN I/F 42を制御して、UE 10とNB 30の間の無線リソースを制御する。換言すると、制御部43は、NB I/F 41及びCN I/F 42との協調動作によって、RNC 40を一般的なRNCと同様に機能させる。本実施の形態に特有の動作として、制御部43は、CN I/F 42並びにMSC 60及びSGSN 70を介してHNB-GW 50から受信したRRCメッセージを、NB I/F 41及びNB 30を介してUE 10へ転送する。
 なお、本実施の形態では、UE 10、HNB 20、NB 30、MSC 60及びSGSN 70に一般的なものを用いることができるため、その構成に関する説明を省略する。
 次に、本実施の形態の動作を、図4~図8を参照して詳細に説明する。
 前提として、UE 10は、マクロセルに在圏し、RNC 40から周辺セルの無線品質を測定するよう指示されているとする。そして、UE 10がHNB 20配下(フェムトセル内)へ移動したとする。この場合、UE 10から見たフェムトセルの無線品質が良くなる。このため、図4に示すように、UE 10は、Measurement ReportメッセージをRNC 40へ送信する。この時、UE 10は、フェムトセルのPSCを、Measurement Reportメッセージに含める(ステップS11)。
 Measurement Reportメッセージを受信したRNC 40は、Measurement Reportメッセージにて通知されたPSCと同一のPSCが割り当てられたフェムトセルが複数存在するため、UE 10のハンドオーバ先とするHNBを一意には特定できない。しかしながら、RNC 40は、通知されたPSCから、ハンドオーバ先のフェムトセルに接続されるHNB-GWがHNB-GW 50であると判断し、HNB-GW 50に割り当てられたRNC-IDを特定する(ステップS12)。例えば、RNC 40は、フェムトセルのPSCとHNB-GWのRNC-IDとを対応付けて予め記憶したデータベースから、通知されたPSCに対応するRNC-IDを検索する。また、このデータベースには、フェムトセルのPSC及びNBのIDのセットと、HNB-GWのRNC-IDとを対応付けて記憶しておくとより好適である。このようにデータベースを構成すれば、RNC 40は、同一のPSCが割り当てられたフェムトセルが互いに異なるHNB-GWに接続され且つ互いに異なるマクロセル内に設置されるような場合であっても、通信されたPSCとUE 10が在圏するNBのIDを用いて、ハンドオーバ先のフェムトセルに接続されるHNB-GWを一意に特定できる。
 今、UE 10に対してCS(Circuit Switching)呼及びPS(PacketSwitching)呼の両者が生起していて、MSC 60及びSGSN 70の両者とのコネクションが確立されているとする。この場合、RNC 40は、RANAPメッセージの一つであるRelocation Requiredメッセージを、MSC 60及びSGSN 70の各々へ送信する。この時、RNC 40は、上記のステップS12で特定したRNC-IDを、Relocation Requiredメッセージに含める(ステップS13)。なお、MSC 60又はSGSN 70の一方とのコネクションが確立されていれば、RNC 40は、コネクションが確立されているノードに対してのみRelocation Requiredメッセージを送信する。
 MSC 60及びSGSN 70の各々は、Relocation Requiredメッセージを受信すると、このメッセージに含まれるRNC-IDからHNB-GW 50を特定し(ステップS14)、HNB-GW 50に対して、RANAPメッセージの一つであるRelocation Requestメッセージを送信する(ステップS15)。
 一般的なHNB-GWでは、MSCやSGSNから受信したRelocation RequestメッセージをHNBへ転送することになっている。これに対し、本実施の形態では、HNB-GW 50がRelocation Requestメッセージを終端する。その代わりに、HNB-GW 50は、RRCメッセージの一つであるRRC Connection Releaseメッセージを生成する(ステップS16)。図5に、3GPP TS 25.331に規定されるRRC Connection Releaseメッセージのフォーマットを示す。HNB-GW 50は、RRC Connection Releaseメッセージ中の情報要素であるRelease Causeに、図6に示す"directed signaling connection re-establishment"という値を設定する。
 そして、HNB-GW 50は、生成したRRC Connection ReleaseメッセージをRANAPメッセージの一つであるRelocation Request Acknowledgementメッセージに含めて、MSC 60及びSGSN 70の各々へ送信する。図7に、3GPP TS 25.413に規定されるRelocation Request Acknowledgementのフォーマットを示す。HNB-GW 50は、RRC Connection Releaseメッセージを、Relocation Request Acknowledgementメッセージ中の情報要素であるTarget RNC to Source RNC Transparent Container、より詳細には図8に示すTarget RNC to Source RNC Transparent Container中の情報要素であるRRC Containerに設定する(ステップS17)。
 MSC 60及びSGSN 70の各々は、Relocation Request Acknowledgementメッセージを受信すると、このメッセージに含まれるRRC Containerを、RANAPメッセージの一つであるRelocation Commandメッセージに含め、RNC 40に対して透過的に転送する(ステップS18)。
 一般的なRNCでは、Relocation Request AcknowledgementメッセージのRRC Containerに含まれるRRCメッセージをUEへ転送する必要がある。通常、RRC Containerに含まれるRRCメッセージは、新しいセルへのハンドオーバを起動するためのメッセージである。これに対し、本実施の形態では、RRC Containerに含まれるRRCメッセージは、HNB-GW 50で生成されたRRC Connection Releaseメッセージである。従って、RNC 40は、RRC Containerから、RRC Connection Releaseメッセージを抽出する(ステップS19)。そして、RNC 40は、抽出したRRC Connection Releaseメッセージを、マクロセルを介してUE 10へ送信する(ステップS20)。
 これにより、UE 10が自律的にハンドオーバ先のフェムトセルを選択し、選択したフェムトセルへハンドオーバすることとなる。
 具体的には、3GPP TS 24.008には、UEが、RRC Connection Releaseメッセージを受信すると、RRCコネクションを解放すると共に、直ちにRRCコネクションを再確立し、Location Update手順及びRouting Area Update手順を起動すべきことが規定されている。また、3GPP TS 25.304には、RRCコネクションの解放に際して、UEが、最適なセルを選択し、選択したセルに在圏(camp on)すべきことが規定されている。
 このため、UE 10は、RRC Connection Releaseメッセージを受信すると、RNC 40とのRRCコネクションを解放する処理を実行し、RRCメッセージの一つであるRRC Connection Release CompletionメッセージをRNC 40へ送信する(ステップS21)。そして、UE 10は、上記の規定に従って、無線品質が最良のセル(ここでは、HNB 20により形成されるフェムトセル)を選択する(ステップS22)。更に、RRC Connection Releaseメッセージ中のRelease Causeに"directed signaling connection re-establishment"が設定されているため、UE 10は、RRCコネクションの解放直後に、HNB 20とのRRCコネクションを確立する(ステップS23)。この時、HNB 20は、HNB-GW 50に対するUE Registration処理を実行する。また、UE 10は、MSC 60に対するLocation Update処理、及びSGSN 70に対するRouting Area Update処理を実行する。
 以上説明した通り、本実施の形態によれば、下記の第1及び第2の効果を奏する。
 3GPP Release8以前の方式では、RNCが、マクロセルに在圏するUEにとって最適なフェムトセルを特定できず、UEに対して最適なフェムトセルへのハンドオーバを正しく指示できないという問題が生じていた。これに対し、本実施の形態では、HNB-GWが、UEに対して最適なフェムトセルへの自律的なハンドオーバを促す。これにより、RNCがUEにとって最適なフェムトセルを特定すること無く、UEをフェムトセルへハンドオーバさせることができるという第1の効果が得られる。
 また、上記の第1の効果を、Release8以前の規格に準拠したUEに対して特別な改修を施すこと無く達成できるという第2の効果が得られる。そして、本実施の形態では、RNCに対する改修も必要最低限に抑えることができる。また、本実施の形態では、HNB-GW及びRNCの各々と、コアネットワーク内のノードとの間のシーケンスがRANAPプロトコルに則して実行される。このため、コアネットワーク内のノードに対する改修は不要である。
[実施の形態2]
 本実施の形態に係るネットワークは、図1と同様に構成できる。また、本実施の形態に係るHNB-GW及びRNCは、それぞれ、図2及び図3と同様に構成できる。
 但し、本実施の形態は、RNCが図9に示す如く動作する点で、上記の実施の形態1と異なる。
 具体的には、図9に示すように、RNC 40は、マクロセルに在圏するUE 10からMeasurement Reportメッセージを受信すると、このメッセージに基づいて、UE 10をフェムトセル(HNB 20)へハンドオーバさせるべきか否かを判定する(ステップS31)。より詳細には、RNC 40は、通知されたPSCを用いて、Measurement Reportメッセージにて報告された無線品質の良好なセルがフェムトセルであるか否かを確認する。上述した通り、HNB 20及びNB 30には互いに異なるPSCが割り当てられる。従って、RNC 40は、通知されたPSCがNB 30に割り当てられたもので無ければ、報告された無線品質の良好なセルがフェムトセルであると判断する。
 この結果、UE 10をフェムトセルへハンドオーバさせると判定した場合、RNC 40は、RRC Connection Releaseメッセージを生成する(ステップS32)。そして、RNC 40は、生成したRRC Connection ReleaseメッセージをUE 10へ送信する(ステップS33)。
 これにより、上記のステップS21~S26の処理が実行され、以てUE 10が自律的に最適なフェムトセルを選択してハンドオーバすることとなる。
 このように、本実施の形態では、RNCが、UEに対して最適なフェムトセルへの自律的なハンドオーバを促す。これにより、上記の実施の形態1で説明した第1及び第2の効果が同様に得られる。加えて、本実施の形態では、HNB-GWに対する改修が不要であるという更なる効果が得られる。また、本実施の形態には、RNC及びHNB-GWの各々とコアネットワーク内のノードとの間のシーケンスを、上記の実施の形態1と比して低減できるという効果も得られる。
 なお、上記の実施の形態によって本発明は限定されるものではなく、特許請求の範囲の記載に基づき、当業者によって種々の変更が可能なことは明らかである。
 この出願は、2011年9月27日に出願された日本出願特願2011-210566を基礎とする優先権を主張し、その開示の全てをここに取り込む。
 本発明は、ゲートウェイ及び制御装置、並びにこれらの通信制御方法に適用され、特に3GPPで規定されるUMTSに対応する移動局(UE)を、マクロセルからフェムトセルへハンドオーバさせる用途に適用される。

  1.  コアネットワークと、公衆網を介して前記コアネットワークへそれぞれ編入する複数の基地局との間でトラヒックを中継するゲートウェイであって、
     前記公衆網を介して、前記複数の基地局との通信を行う第1の通信手段と、
     前記コアネットワークとの通信を行う第2の通信手段と、
     前記第1及び第2の通信手段を制御して、前記トラヒックの中継を行う制御手段と、を備え、
     前記制御手段は、
     前記コアネットワークから、移動局を前記複数の基地局のいずれかへハンドオーバさせる旨を通知された場合、新たなRRC(Radio Resource Control)コネクションの確立を促すRRCコネクション解放メッセージを生成し、
     前記コアネットワークに、前記移動局とRRCコネクションを確立している制御装置に対して、前記RRCコネクション解放メッセージを前記移動局へ転送するよう指示させる、
     ゲートウェイ。

  8.  コアネットワークと、公衆網を介して前記コアネットワークへそれぞれ編入する複数の基地局との間でトラヒックを中継するゲートウェイの制御方法であって、
     前記コアネットワークから、移動局を前記複数の基地局のいずれかへハンドオーバさせる旨を通知された場合、新たなRRCコネクションの確立を促すRRCコネクション解放メッセージを生成し、
     前記コアネットワークに、前記移動局とRRCコネクションを確立している制御装置に対して、前記RRCコネクション解放メッセージを前記移動局へ転送するよう指示させる、
     ことを含む制御方法。
  9.  基地局と前記基地局に在圏する移動局との間の無線通信に際して、無線リソースを制御する制御装置の制御方法であって、
     前記基地局を介して前記移動局から受信した周辺セルの無線品質に関する測定レポートに基づき、前記移動局を、公衆網を介して前記コアネットワークへ編入する他の基地局へハンドオーバさせるべきと判定した場合、その旨を、前記コアネットワークを介して前記コアネットワークと前記他の基地局との間でトラヒックを中継するゲートウェイへ通知し、
     前記通知に応じて、前記ゲートウェイからRRCコネクション解放メッセージを受信した場合、前記RRCコネクション解放メッセージを、前記移動局へ転送する、
     ことを含む制御方法。
  10.  基地局と前記基地局に在圏する移動局との間の無線通信に際して、無線リソースを制御する制御装置の制御方法であって、
     前記基地局を介して前記移動局から受信した周辺セルの無線品質に関する測定レポートに基づき、前記移動局を、公衆網を介して前記コアネットワークへ編入する他の基地局へハンドオーバさせるか否かを判定し、
     前記移動局を前記他の基地局へハンドオーバさせると判定した場合、新たなRRCコネクションの確立を促すRRCコネクション解放メッセージを前記移動局へ送信する、
     ことを含む制御方法。
