- system and “network” in the embodiments of the present application are often used interchangeably, and the described technology can be used for the aforementioned systems and radio technologies as well as other systems and radio technologies.
- NR New Radio
- the following description describes the New Radio (NR) system for illustrative purposes, and NR terminology is used in most of the description below, although these technologies can also be applied to applications other than NR system applications, such as the 6th generation ( 6 th Generation, 6G) communication system.
- 6th generation 6 th Generation, 6G
- a multi-card terminal is a device with two or more SIM cards.
- the SIM card is an electronic SIM card or a physical SIM card. From the perspective of the network, the same terminal device and different SIM cards constitute different UEs.
- the SIM cards in the multi-card terminal may belong to the same operator or different operators.
- the wireless communication networks accessed by different SIM cards may be the same or different.
- the SIM card may include one of the following: a SIM card, a USIM card, and an eSIM.
- the SIM card can also be used as another name, such as directly called "card", which is not restricted in this application.
- acquisition can be understood as acquiring from configuration, receiving, receiving after request, acquiring through self-learning, deriving acquisition based on unreceived information, or acquiring after processing based on received information, which can be determined according to actual needs.
- the application embodiment does not limit this. For example, when a certain capability indication information sent by the device is not received, it can be deduced that the device does not support the capability.
- sending may include broadcasting, which is broadcast in system messages and returns after responding to the request.
- Scenario 1 A scenario where a multi-card terminal cannot do anything on the card A network when sending and receiving service data on the network corresponding to the card B. For example, when the multi-card terminal leaves card A and listens to the phone on the network of card B, the interval of each voice packet is 20ms. Even if the card A network can receive the page, it cannot respond to the page, because once the terminal transfers to the card A to respond to the page, it will cause the current ongoing call to hang up or affect the user's business experience. At this time, the paging of the terminal by the card A network becomes a waste of resources, and the problem of how to save network resources needs to be solved.
- the network device of the first network may also be referred to as the network element of the first network, including at least one of the following: the core network element of the first network and the first network element A network element of a wireless access network.
- the network device of the second network (or called the second network device) may also be called the network element of the second network, including at least one of the following: the core network element of the second network and the radio access network of the second network Yuan.
- the unreachable state may be a first type of unreachable state that is different from the first type of unreachable state in which the terminal moves out of the coverage area of the network or the signal quality of the network is poor.
- the unreachable state is usually a second type of unreachable state caused by service conflicts between different networks (for example, the network corresponding to card 1 and the network corresponding to card 2). For example, the user focuses on the service of the network corresponding to card 1, and sets the do-not-disturb mode, or the network data corresponding to card 1 is close and there is no gap. Therefore, the terminal is temporarily unreachable to the network corresponding to card 2. Once the service conflict ends, the unreachable state can be eliminated.
- the terminal When there is a business conflict, the terminal will initiate a process of actively leaving to the corresponding network of the card 2. During this process, the unreachable state can be indicated.
- the network can recognize that the unreachable state is an unreachable state in which the terminal actively leaves, which is different from the unreachable state of the first type.
- the period during which the terminal leaves the first network refers to the period during which the terminal actively leaves the first network.

- the terminal can be a mobile phone, a tablet (Personal Computer), a laptop (Laptop Computer), a personal digital assistant (Personal Digital Assistant, PDA), Terminal-side devices such as Mobile Internet Device (MID), Wearable Device (Wearable Device), or in-vehicle device, it should be noted that the specific types of terminals are not limited in the embodiments of this application.

- instructing the terminal to enter the unreachable state may include instructing the terminal to enter the temporarily unreachable state.
- This unreachable state of the terminal is usually caused by service conflicts between different networks (for example, the network corresponding to card 1 and the network corresponding to card 2).
- the foregoing step 11 may include: when the terminal confirms that the first condition is satisfied, sending the first information to the network device of the first network.
- the meeting the first condition may include at least one of the following:
- the terminal enters an unreachable state to the first network
- the terminal cannot make a paging response to the paging of the first network, or the terminal cannot make a paging response to the paging of the first network during the period when the terminal actively leaves the first network;

- the terminal switches to the second network
- the terminal is a multi-card terminal.
- the reason why the terminal enters the unreachable state to the first network is not that the terminal is unreachable due to the bad signal of the first network, but is caused by other non-signal quality reasons (such as conflicts with the second network service, etc.) The terminal is unreachable to the first network.

- the CN paging is a paging initiated by the CN when the terminal is in a radio resource control (Radio Resource Control, RRC) idle state.
- the RAN paging is a paging initiated by the RAN when the terminal is in the RRC inactive state.
- that the terminal can send periodic location updates in advance means that the terminal can send periodic location updates to the first network in advance before the period of the periodic location updates arrives. It is not difficult to understand that when the network services corresponding to the two cards conflict, the terminal can find a gap to update the location.
- the network can negotiate with the terminal.
- the terminal may also receive notification information; wherein, the notification information is used to notify the terminal whether to allow the indication to actively leave when it enters an unreachable state. For example, only when the terminal is allowed to instruct to leave, the terminal will send the first information.
- the notification information may be sent to the terminal by the network device of the first network, or sent to the terminal by other networks.
- the sending the first information to the network device of the first network includes one of the following: when the terminal sends the terminal leaving instruction to the first network, the first information is sent at the same time; and the terminal requests the first network When the terminal leaves, the first information is sent at the same time.
- the first information becomes effective when the terminal leaves the first network, or the first information becomes effective when the terminal is confirmed to leave the first network.

- UDM temporarily does not trigger the update of the terminal. After the UDM waits for the AMF update terminal to be reachable or available for paging, the UDM triggers the subscription information update.
- the AMF receives the location request sent by the LMF and returns that the terminal is temporarily unreachable. When the terminal is reachable, the AMF then informs other network nodes that the terminal is reachable.
- the first network device may decide on its own to release the restriction provided by the previous terminal based on the operator's strategy or its own implementation, and initiate paging to the terminal at any time. If there is no response for more than a certain period of time, the first network device may detach the terminal based on the realization.
