- that the NTN gateway (gNB) controls NTN communication means that measurement information or traffic lights reported by the UE may not be reflected in the scheduling operation, which is an NTN gateway (gNB) implementation issue. That is, the NTN gateway (gNB) may not reflect measurement information or traffic lights reported by the UE in the scheduling operation. Alternatively, you can control NTN communication in another way.
- the gNB decreases the accuracy of the propagation delay of the NTN terminal as shown in FIG. duration), the SSB or CSI-RS may not be properly measured within the SMTC / MG / CMTC measurement window for measuring the SSB or CSI-RS, and thus the accuracy for RRM measurement (measurement) may be lowered.
- the NTN terminal performs the RRM measurement reporting
- information indicating that the measurement uses PVT information for which the timer has expired may be transmitted to the base station together.
- the information that the timer used the expired NTN satellite PVT may be expiredPVTInfo.
- Table 10 shows an example of a message transmitted by the terminal to the base station when the terminal performs measurement using the PVT information for which the timer has expired.

- This information may be equally applied to other measurements and signal transmission through time/frequency offset compensation.
- the base station may perform the following operation based on the corresponding information.
- the base station may reset the UE by setting a margin in the SMTC interval length so that the UE can measure SSB or CSI-RS-based RRM measurement within the SMTC interval.
- the base station may exclude the RRM measurement and CSI reported by the terminal.
- the base station may exclude the corresponding neighbor cell that has performed measurement with expiredPVTInfo from the handover target cell.
