Método e sistema de descoberta de sistema e seleção de usuários. A presente invenção inclui método e aparelho de manipulação da mobilidade ao longo de diferentes tecnologias sem fio realizando eficientemente descoberta de redes alternativas e permitindo que estação móvel selecione a tecnologia de acesso via rádio possível mais desejável, dependendo de parâmetros tais como configurações de política de rede e local.
