A presente invenção refere-se a uma estação móvel de acordo com a presente invenção inclui: uma unidade de comunicação (14) configurada para iniciar uma primeira comunicação usando informação incluída em um MIB, um SIB 1 e um comando de transferência entre células em uma célula-alvo de transferência entre células quando uma unidade de recepção de informação de difusão (12) é bem sucedida no recebimento do SIB 1, e para executar uma segunda comunicação usando informação incluída no MIB e o comando de transferência entre células na célula-alvo de transferência entre células quando a unidade de recepção de informação de difusão (12) falha para receber o SIB 1.
