Ce système de gestion de ressources (120) possède une couche à base d'agents logiciels intelligents permettant une commande quasi centralisée. Ce système possède une interface avec un groupe d'utilisateurs et reçoit des demandes de ressources (115). Plusieurs agents négocient pour fournir une réponse, laquelle peut être sensiblement en temps réel, plutôt que via une capacité de planification et d'ordonnancement, tandis que les agents assurent également la gestion des soumissions effectuées pour des quantités supérieures ou inférieures de ressources.
