Dispositif de réception d'éléments postaux selon la revendication 1, caractérisé en ce, que soient agencés en aval du deuxième dispositif (4) destiné à tirer les articles postaux vers l'intérieur, un troisième dispositif (5), pour le scannage de la surface de l'article postal, un quatrième dispositif (6), pour l'alignement automatique de la position de l'article postal, un cinquième dispositif (8), pour l'impression, un sixième dispositif (7), pour le convoyage et la collecte correcte dans la zone de dépôt (9) en fonction des tailles des articles postaux, la zone de dépôt comportant un nombre de conteneurs de dépôt pour le dépôt en position correcte des articles postaux, que la commande (10) soit connectée en service, avec tous dispositifs précités, du premier au sixième (3, 4, 5, 6, 7 et 8), avec une unité de lecture de cartes (10.1), avec un appareil postal de sécurité (10.2), avec une interface de commande (12), avec un dispositif de communication (14), avec un dispositif d'émission de reçus (18) et d'une imprimante afférente (18.1), que l'interface de commande (12) soit reliée en matière de commande avec le premier dispositif (3) à travers la commande (10), pour paramétrer une grandeur variable de l'orifice (30) du système de fermeture du premier dispositif (3) en fonction des saisies de critères tarifaires par l'utilisateur à l'interface de commande (12) et en fonction de l'unité de commande (10), que la plaque à fente d'insertion d'article postal (13.1) comporte une fente (13.0), qui répond aux dimensions maximales admissibles d'un article postal (2) définies par le transporteur postal spécifique et qu'un capteur (S3) du premier dispositif (3) soit situé à l'entrée du canal d'acheminement, ledit capteur émettant un signal en cas de détection d'une arête de l'article postal et ledit capteur étant relié à la commande, qui détermine l'arrivée d'un article postal, que le système de fermeture soit formé par une première et deuxième mâchoire (31 et 32) et que ledit système de fermeture soit commandé par la commande (10) et entraîné par un premier moteur (15) et par un deuxième moteur (16), et que soit prévu un appareil postal de sécurité (10.2) en tant qu'unité de décompte.
  3. Dispositif de réception d'éléments postaux, selon les revendications 1 et 2, caractérisé en ce, que le système de fermeture comporte un orifice de forme quadratique (30) et deux côtés fixes très proches l'un de l'autre ainsi que deux côtés mobiles très proches l'un de l'autre, pour permettre l'agrandissement de la fente à courrier ou que le système de fermeture soit formé par deux mâchoires mobiles entraînées par des moteurs ou par des actionneurs électromagnétiques, d'électro-aimants d'actionnement, de moteurs linéaires ou par des actionneurs pneumatiques.
  4. Dispositif de réception d'éléments postaux, selon la revendication 2, caractérisé en ce, que le troisième dispositif (5), destiné au scannage de la surface de l'article postal, soit relié à la commande (10), la commande (10) étant programmée pour déterminer la position d'acheminement (2a-I 2a-II, 2a-III, 2a-IV) d'un article postal, les articles postaux (2) étant acheminés en appui sur une de leurs arêtes sous diverses positions d'acheminement au système d'acheminement d'article postal (3, 4) du dispositif de réception d'éléments postaux, que le canal d'acheminement (13) soit équipé de capteurs ou de cellules photoélectriques, de moyens de transport et de moyens de maintien afin de maintenir l'article postal jusqu'au moment où il quitte le canal d'acheminement (13), l'article postal (2) quittant le canal d'acheminement (13) en raison de l'effet de gravité, que le quatrième dispositif (6), destiné à l'alignement automatique de la position d'un article postal, comporte au moins un entraînement commandé par la commande (10) pour transférer l'article postal à partir d'une position d'acheminement quelconque (2a) avant que ledit article postal passe au prochain poste dans une position de passage prédéfinie (2b), et dont les articles postaux soient couchés sur leur face arrière en position de passage et qu'ils soient tous orientés ainsi pour la suite du convoyage.
  5. Dispositif de réception d'éléments postaux, selon les revendications 2 et 4, caractérisé en ce, que le quatrième dispositif (6), destiné à l'alignement automatique de la position d'un article postal, comporte un plateau tournant (60) dont l'entraînement en matière de rotation est assuré par un quatrième moteur (68) commandé par la commande (10), que le quatrième dispositif (6), destiné à l'alignement automatique d'un article postal, comporte un dispositif de pivotement (67) dont l'entraînement en matière de pivotement est assuré par un cinquième moteur (65) commandé par la commande (10), ledit dispositif de pivotement (67) étant conçu pour retenir les articles postaux positionnés sur une arête pendant la phase d'acheminement et fixé à un arbre (651) qui est situé sur un axe rotatif q en position parallèle à l'axe x et dont ledit arbre (651) soit accouplé mécaniquement directement ou indirectement au cinquième moteur (65), que soient agencés sur le plateau tournant (60) du quatrième dispositif (6) plusieurs moyens de convoyage (61, 62, 63, 64) en position orthogonale par rapport au plan x/y dans le sens de l'axe z et que le dispositif de pivotement (67) soit disposé sur le plateau tournant (60), que les moyens de convoyage (61, 62, 63, 64) comportent des rouleaux entraînés et fixés sur un arbre (615) qui est traversé par un axe rotatif situé parallèlement à l'axe x, et dont l'arbre (615) est entraîné par un troisième moteur (66) par l'intermédiaire d'une courroie d'entraînement (613).
  6. Dispositif de réception d'éléments postaux, selon la revendication 5, caractérisé en ce, que le troisième moteur (66) soit commandé par la commande (10) du dispositif de réception d'éléments postaux (1) pour la délivrance de l'article postal à l'aide d'un premier ou second mouvement de délivrance C1 ou C2 dans le même sens x, et dont le deuxième trajet effectué par l'article postal pendant le second mouvement de délivrance C2 soit plus long que le premier trajet effectué par l'article postal pendant le premier mouvement de délivrance C1 ou que le troisième moteur (66') soit commandé par la commande (10') du dispositif de réception d'éléments postaux (1') pour la délivrance de l'article postal à l'opposé du sens y à l'aide d'un troisième ou quatrième mouvement de délivrance C3 ou C4, et dont le quatrième trajet effectué par l'article postal pendant le quatrième mouvement de délivrance C4 soit plus long que le troisième trajet effectué par l'article postal pendant le troisième mouvement de délivrance C3.
  7. Dispositif de réception d'éléments postaux, selon les revendications 1 et 2, caractérisé en ce, que la face frontale du dispositif de réception d'éléments postaux (1, 1') comporte, à proximité du côté droit, une plaque de recouvrement d'un lecteur de cartes (11, 11'), une interface de commande (12, 12'), la plaque à fente d'insertion d'article postal (13.1, 13.1'), un dispositif de délivrance d'un reçu (18, 18') et un clapet (17.1, 17.1') d'un compartiment de restitution d'article postal destiné à restituer à l'utilisateur des articles postaux non traités et que la face frontale du dispositif de réception d'éléments postaux (1, 1') comporte un accès (9.0, 9.0') à une poubelle.
  8. Dispositif de réception d'éléments postaux, selon la revendication 7, caractérisé en ce, que soient prévus des accès frontaux (9.1, 9.2, 9.3) aux conteneurs de dépôt.
  9. Dispositif de réception d'éléments postaux, selon la revendication 7, caractérisé en ce, que soient prévus des accès latéraux aux conteneurs de dépôt.
  10. Procédé destiné à la réception d'éléments postaux à l'aide d'un dispositif de réception d'éléments postaux (1), avec un système de contrôle de l'autorisation de l'utilisateur à utiliser le dispositif de réception d'éléments postaux (1) à l'aide d'une carte d'identification ou d'une carte de crédit d'affranchissement, et dont le dépôt des articles postaux s'effectue dans des conteneurs de dépôt sécurisés de la zone de dépôt (9) du dispositif de réception d'éléments postaux (1) après le décompte du montant d'affranchissement par une unité de décompte du dispositif de réception d'articles postaux (1), caractérisé par les étapes suivantes,
    - prévoir un système d'acheminement d'article postal, qui comporte un premier dispositif (3), destiné au réglage de la largeur d'ouverture d'un système de fermeture d'un canal d'acheminement, et un deuxième dispositif (4), destiné à tirer les articles postaux (2) dans le dispositif de réception d'éléments postaux (1),
    - identification du numéro de client ou de l'autorisation pour l'utilisation du dispositif de réception d'éléments postaux,
    - détermination de la présélection effectuée par l'utilisateur et réglage de la largeur d'ouverture de la fente d'insertion du système de fermeture du canal d'acheminement du dispositif de réception d'éléments postaux à l'aide du premier dispositif (3) en fonction d'une saisie de critères tarifaires de l'article postal par l'utilisateur à l'interface de commande,
    - détermination de l'acheminement d'un article postal dans le canal d'acheminement, avec un premier capteur (S3) du premier dispositif (3) précité qui émet un signal en cas d'acheminement d'une arête de l'article postal,
    - tirer l'article postal vers l'intérieur à l'aide du second dispositif (4), destiné à tirer des articles postaux (2) dans le canal d'acheminement,
    - déclenchement de l'opération de scannage de la surface de l'article postal à l'aide d'un troisième dispositif (5), destiné au scannage dans le canal d'acheminement,
    - exécution d'une orientation de position à l'aide d'un quatrième dispositif (6) destiné à l'alignement automatique d'un article postal, l'alignement automatique de la position étant commandé par un sous-programme de la commande du dispositif de réception d'éléments postaux, après le passage de l'article postal à travers le canal d'acheminement,
    - création et enregistrement d'un numéro d'identification pour l'article postal acheminé, décompte et comptabilisation des données de décompte affectées au numéro d'identification et impression d'un justificatif comptant comme reçu pour l'utilisateur,
    - commande d'un sixième dispositif (7), pour le convoyage des articles postaux vers une imprimante faisant partie d'un cinquième dispositif (8), afin d'imprimer le marquage sur l'article postal,
    - commande du sixième dispositif (7) pour les articles postaux et d'aiguillages correspondants situés sur la bande transporteuse, pour le convoyage de l'article postal jusqu'à son dépôt,
    - dépôt de l'article postal et
    - fermeture du système de fermeture, si aucun autre article postal ne doit être inséré, ou insertion d'un autre article postal, si une autorisation d'utilisateur est disponible.
  11. Procédé, selon la revendication 10, caractérisé en ce, que soit au minimum inclus dans la comptabilisation des données de décompte les données d'identification de l'utilisateur et une valeur d'affranchissement pour le transport correspondant et pour la distribution par le transporteur postal de l'article postal traité à l'aide du dispositif de réception d'éléments postaux, que le numéro d'identification, créé préalablement, soit inclus dans le marquage imprimé sur l'article postal.
  12. Procédé selon la revendication 10, caractérisé en ce, que soient incluses dans un programme séquentiel (100) de la commande les étapes suivantes :
    - une requête de saisie ou d'une action de l'utilisateur dans la première étape d'interrogation (101), un renvoi sur l'entrée de la première étape d'interrogation (101) étant effectué dans un circuit d'attente, si aucune saisie ou action de l'utilisateur ne peut être détectée,
    - une identification/autorisation de l'utilisateur/de la saisie de l'utilisateur dans une deuxième étape (102) par un appareil postal de sécurité (PSD) du dispositif de réception d'éléments postaux,
    - un choix de plusieurs possibilités et ensuite une détermination de la présélection de la taille de la fente à courrier dans la troisième étape d'interrogation (103), quatrième étape d'interrogation (104) ou cinquième étape d'interrogation (105), suivie de l'atteinte d'un premier point (A*) du plan séquentiel (100) ou une absence de détermination de la présélection suivie par un renvoi au début de la première étape d'interrogation (101),
    - le déroulement d'un sous-programme destiné au réglage de la taille de la fente dans la troisième étape (110), suivi de l'atteinte d'un second point (B*) du plan séquentiel (100),
    - une requête d'insertion d'article postal dans l'étape d'interrogation (117) suivante et
    - une édition d'une indication à l'utilisateur accompagnée d'une demande à l'utilisateur d'insérer un article postal dans l'étape (118) suivante, si une insertion d'article postal n'a pas encore été détectée, ou
    - un déroulement d'un sous-programme pour la détection de la position de l'article postal inséré dans l'étape suivante (120), si une insertion d'article postal est détectée en étant suivie par l'atteinte d'un troisième point (C*) du plan séquentiel (100), et dont un scannage de la face frontale et arrière de l'article postal est exécuté dans le sous-programme précité dans une sous-étape (121) et, que dans un tel cas, des sous-étapes d'interrogation (122 à 125) destinées à détecter la position de l'article postal inséré soient effectuées avant l'atteinte du point (C*) du plan séquentiel (100), que la face frontale ou arrière de l'article postal inséré ait été détectée et que dans un autre cas et par l'intermédiaire d'une sous-étape (126) accompagnée d'une déviation de l'article postal dans le dispositif de réception d'éléments postaux pour la restitution de l'article postal, un renvoi sur une étape (119) soit effectué afin d'éditer une information à l'utilisateur pour lui demander de reprendre l'article postal inséré ainsi que soit effectué, après l'étape (119) précitée, un renvoi au début de la première étape d'interrogation (101),
    - une création d'un numéro d'identification après l'atteinte du troisième point (C*), et dont dans une étape (129), ledit numéro d'identification est affecté respectivement à une image scannée de la face frontale et arrière de l'article postal inséré et est enregistré, avant qu'un quatrième point (D*) du plan séquentiel (100) ne soit atteint,
    - un déroulement d'un sous-programme pour l'établissement d'une orientation de position prédéfinie de l'article postal inséré dans une étape (130) après l'atteinte du quatrième point (D*) et avant l'atteinte d'un cinquième point (E*) du plan séquentiel (100),
    - une génération d'un identifiant pour l'article postal, le décompte, la comptabilisation et l'impression d'un marquage sur l'article postal, et éventuellement l'impression d'un reçu dans une étape (150) après l'atteinte du cinquième point (E*) du plan séquentiel (100),
    - un déroulement d'un sous-programme pour le dépôt de l'article postal inséré dans l'étape suivante (16), le conteneur de dépôt correspondant étant sélectionné selon la présélection, ainsi
    - qu'une transmission d'une information à un centre de données dans l'étape suivante (170), ladite information concernant l'article postal, le numéro d'identification affecté et l'identifiant imprimé sur l'article postal, qui est enregistré comme affectation à une image scannée respective de la face frontale et arrière de l'article postal inséré, avant le déroulement d'une étape d'interrogation (177), destinée à définir si l'utilisateur a encore besoin du dispositif de réception d'éléments postaux pour l'insertion d'autres articles postaux, et dont ensuite, si le dernier cas entre en compte, un renvoi de l'étape d'interrogation (177) à l'étape (119) soit effectué, pour l'édition d'une indication à l'utilisateur, avant que d'autres saisies de l'utilisateur soient détectées et/ou qu'un autre article postal soit inséré par le même utilisateur,
    - faute de quoi, si le dernier cas n'est pas souhaité, qu'un autre article postal soit inséré par le même utilisateur et qu'aucune autre saisie ne soit effectuée pendant un intervalle de temps prédéfini, qu'un renvoi à l'étape (178) pour fermer la fente à courrier soit effectué, une étape de fin (179) étant alors atteinte après la fermeture pour l'achèvement du plan séquentiel (100).
  13. Procédé selon la revendication 12, caractérisé en ce, que soit interrogé par les étapes d'interrogation (103, 104 et 105) la nature de la présélection saisie par l'utilisateur pour le réglage de l'orifice d'insertion du dispositif de réception d'éléments postaux, un renvoi à la seconde présélection Il étant effectué, si la première présélection I n'a pas été détectée comme choisie, et que si la deuxième présélection Il n'est pas détectée comme ayant été choisie, qu'un renvoi à la troisième présélection III ait alors lieu et que d'autres interrogations aient éventuellement lieu jusqu'à l'interrogation d'une Kème présélection, et dont si la dernière n'a pas été détectée comme sélectionnée, qu'un renvoi au début de la première étape d'interrogation (101) soit alors effectué, que le sous-programme, destiné au réglage de la taille de la fente d'insertion, comporte dans la troisième étape (110) sous forme de paramètres une première sous-étape (111) pour l'enregistrement de la présélection saisie par l'utilisateur pour le réglage de l'orifice d'insertion et pour l'édition de la largeur et de la hauteur de l'orifice d'insertion souhaité, lesdits paramètres étant destinés à marquer les positions Y et Z des mâchoires de fermeture, lesdites positions Y et Z correspondantes étant atteintes si les mâchoires de fermeture sont déplacées dans le sens y et z, afin de régler la largeur d'ouverture du système de fermeture du canal d'acheminement pour les articles postaux, que le sous-programme, destiné au réglage de la taille de la fente comporte dans la troisième étape (110) une seconde sous-étape (112) pour la commande d'un premier moteur (15) dans la sous-étape (112) et une quatrième sous-étape (114) pour la commande d'un second moteur (16), et dont soit vérifié dans la troisième et cinquième sous-étapes d'interrogation (113 et 115) respectives suivantes, si la position Y et la position Z ont déjà été atteintes et dont, dans un autre cas, la commande du premier moteur (15) et du second moteur (16) est poursuivie, que le sous-programme, destiné au réglage de la taille de la fente, comporte dans la troisième étape (110) une sixième sous-étape (116), et dont, après la constatation dans la troisième et cinquième sous-étapes d'interrogation (113 et 115) que la position Y et la position Z ont déjà été atteintes, un timer de la commande soit démarré et marche jusqu'à l'atteinte d'une valeur de temps/comptage prédéfinie, et dont cette valeur détermine la durée de disposition à accepter un courrier du dispositif de réception d'éléments postaux.
  14. Procédé selon la revendication 12, caractérisé en ce, que le sous-programme (120), destiné au scannage de la face frontale et arrière d'un article postal et à la détection de la position d'un article postal dans le dispositif de réception d'éléments postaux, comporte une première sous-étape (121) de scannage de la face frontale et arrière de l'article postal et de traitement des données de scannage, et dont il soit décidé dans la première sous-étape d'interrogation (127) suivante si les dimensions sont inférieures aux dimensions minimales prescrites par le transporteur postal, et que dans un tel cas, un renvoi au quatrième point (D*) soit effectué afin de dévier l'article postal, et dont, si les dimensions d'un article postal prescrites par le transporteur postal sont conformes, qu'il soit effectué un renvoi de la première sous-étape d'interrogation (127) vers une seconde sous-étape d'interrogation (122), une opération de contrôle ayant lieu dans la seconde sous-étape d'interrogation (122), pour déterminer si la face frontale a été détectée par un dispositif de scannage (5b) situé sur une face du canal d'acheminement pour articles postaux, faute de quoi, si tel n'est pas le cas, qu'un renvoi à la troisième sous-étape d'interrogation (123) ait lieu, afin de contrôler si la face frontale a été détectée par un dispositif de scannage (5a) situé sur la face opposée du canal d'acheminement d'articles postaux, et dont ensuite, si tel est non plus le cas, un renvoi soit effectué par l'intermédiaire d'une sixième sous-étape (126), afin de dévier l'article postal pour le restituer à travers un compartiment de restitution, et dont un renvoi est effectué de la seconde sous-étape d'interrogation (122) vers une quatrième sous-étape d'interrogation (124), si la face frontale a été détectée par un dispositif de scannage (5b) situé sur la face du canal d'acheminement d'articles postaux ainsi qu'un renvoi de la troisième sous-étape d'interrogation (123) soit effectué vers une cinquième sous-étape d'interrogation (125), si la face frontale a été détectée par un dispositif de scannage (5a) situé sur la face opposée du canal d'acheminement d'articles postaux, et dont il est ensuite déterminé de la quatrième sous-étape d'interrogation (124), si un article postal est positionné à l'envers, parce qu'il a été acheminé sur l'arête avec rabat en position debout, et qu'un renvoi soit alors effectué vers une sous-étape d'enregistrement (128.1), pour enregistrer un premier type d'orientation des articles postaux en fonction de la première position d'acheminement, et dont dans un autre cas, si un article postal n'est pas positionné à l'envers, qu'un renvoi soit effectué de la quatrième sous-étape d'interrogation (124) vers une seconde sous-étape d'enregistrement (128.2), pour enregistrer un second type d'orientation des articles postaux en fonction d'une seconde position d'acheminement, et dont, si un article postal est positionné sur à l'envers parce qu'il a été acheminé sur l'arête avec rabat en position debout, un renvoi soit ensuite effectué de la cinquième sous-étape d'interrogation (125) vers une troisième sous-étape d'enregistrement (128.3), pour enregistrer un troisième type d'orientation des articles postaux en fonction de la troisième position d'acheminement et dont, dans un autre cas, si un article postal n'est pas positionné à l'envers, qu'un renvoi soit effectué de la cinquième sous-étape d'interrogation (125) vers une quatrième sous-étape d'enregistrement (128.4), pour enregistrer un quatrième type d'orientation des articles postaux en fonction de la quatrième position d'acheminement.
  15. Procédé selon la revendication 12, caractérisé en ce, que le sous-programme (160), destiné au dépôt de l'article postal inséré, comporte des sous-étapes d'interrogation (161, 162, 163, 164), afin qu'en cas de concordance de la condition d'interrogation, un dépôt dans le conteneur de dépôt soit effectué lors d'une sous-étape suivante, en fonction de la présélection de la taille de la largeur d'ouverture réglée.
