ユーザが使用するデータ通信可能な携帯電話機といったユーザ端末を用いて、特定のサイトにアクセスして情報を得るためには、そのユーザ端末にサイトを特定するためのロケーション情報としてのＵＲＬ（ＵｎｉｆｏｒｍＲｅｓｏｕｒｃｓＬｏｃａｔｏｒ）を入力してネットワークに送信する必要があった。また、特定のサイトにアクセスするために他のサイトを経由する必要がある場合もあった。

【発明が解決しようとする課題】
ユーザがユーザ端末にロケーション情報を入力する場合には、当然のことながらそのロケーション情報をユーザ自身が何らかの方法で知得する必要がある。従って、アクセスしたいサイトがあったとしてもロケーション情報を知らなければ情報を得ることができない場合がある。更には、サイト運営者側からは、特定のユーザにアクセスを許可したいが、他の一般ユーザにはサイトのロケーション情報自体を知らせたくない場合もある。従来の技術ではこのようなユーザ及びサイト運営者の要求に適切に対応するのは困難であった。
