A shift mechanism 21, 21a, 22, 23 is provided with a pair of cam portions 21b, 21c for switching between a locked position and an unlocked position of the pilot valves 13, 14, and both plungers 7, 9 are provided. The cam action relationship between both cam portions 21b and 21c provides a first cam action that switches both plungers to the unlocked position, and second and third cam actions that switch only one plunger to the locked position.
