Generally, the core layer is made of a single or mixed web of cotton fibers or rayon fibers, and the surface layer is made of a nonwoven fabric.

These are folded into three in the width direction so that the surface layer is on the outside, so that the core layer is wrapped and covered with the surface layer in the width direction. In order to maintain this covered state, both ends 3 in the length direction of the puff body
The surface layer 2 is hot-melted (pressure-bonded).

Such an aggregate 1a is obtained by opening a continuous filament tow of crimpable acetate fibers. This fiber has a hydrophilic group and a hydrophobic group, and is inferior to cellulose-based fibers such as pulp and rayon in its water absorption capacity and water absorption speed, but it does not lose its stiffness under wet conditions. This material has several tens of crimps per inch fixed by heat, has high crimping properties, has a bulky apparent density, and maintains its bulkiness even under wet conditions. Suitable as core material for seed puffs. As the surface layer 2, a non-woven fabric that has conventionally been generally used as a surface material for this type of puff can be used, but preferably a 100% cellulose non-woven fabric without using a fiber binder or a non-woven fabric made by a spunlace method. The resulting porous nonwoven fabric is preferably used. In particular, nonwoven fabrics that do not contain fiber binders have a very good feel to the touch, and porous nonwoven fabrics are bulky and have excellent makeup removal effects, making them suitable as surface materials for this type of puff.

In some cases, short cellulose fibers or wood pulp 1b are almost uniformly mixed between the fibers of the aggregate 1a. In this case, the liquid retaining property of the core layer 1 is further imparted, and the amount of this mixture is preferably 5 to 50% by weight based on the aggregate 1a. Incidentally, in order to obtain such a composite, for example, a band-shaped aggregate 1 obtained by opening the continuous filament tow of the crimpable acetate fibers is used.
From above a, the short cellulose fibers or wood pulp 1b are processed using a hammer mill or the like and fall onto the aggregate, and are sucked by a suction device placed below the aggregate to separate the fibers between the aggregates. The short cellulose fibers or wood pulp may be interposed almost uniformly in the fibers.

In order to further improve this, it is preferable that the fibers of the core layer are not exposed from both lengthwise ends 3 of the puff body.

The amount of liquid that remains inside and is wasted is also relatively small, making it possible to achieve the intended purpose, such as making it possible to use the cosmetic liquid economically.
