弾性筒７と、上記偏平管部４ａを筆穂下半軸線上
で回動可能に抱持させて、かつ上記弾性筒７で筆
穂下半外面を回動不能に握持させた筆穂８とで形
成し、上記偏平管部４ａの長径を偏平筒部１０ａ
の短径より大としたことを特徴とする化粧筆付き
