The present invention relates to novel tetrahydrophthalimides and herbicides containing them as active ingredients. Conventionally, N-aryl-3,4,5,6-tetrahydrophthalimides are known to have excellent herbicidal activity, but slight modifications to these structures (type, number, position, etc. of substituents) In many cases, the presence or absence of herbicidal activity, strength, or selectivity of herbicidal activity differs significantly depending on the compound, and it is difficult to predict the herbicidal activity of a new compound based on mere chemical structural similarity. As a result of intensive research on herbicides containing tetrahydrophthalimides as active ingredients, the present inventors found that N-substituted aryl has hydrogen or halogen at the 2-position, halogen or hydrogen at the 4-position, and a specific type of herbicide at the 5-position. It was discovered that novel N-aryl-3,4,5,6-tetrahydrophthalimides, which are phenyl groups having a substituent, exhibit extremely excellent herbicidal activity, and the present invention was achieved. That is, the gist of the present invention is the general formula [In the formula, X and Y represent hydrogen atoms or halogen atoms; A is
