要としている。更には、斯る駐輪場は野外であることか
ら風雨に曝されて自転車の耐久性が劣化すると共に、強
風に煽られて転倒して損傷する等の不都合もある。その
ため近時、2階建て乃至3階建て等の屋内駐輪施設を建
設し、その中に自転車を収容する技術も提案されている
。斯る屋内駐輪施設にあっては自転車を保持するスタン
ドを多数並設し、そこに1台づつ駐輪しており、前記し
た野外の駐輪場で見られた不都合をかなり改善している

付いて格別の工夫がなされていないことからスペースの
有効利用の点で満足し難いものであった。更に、上記の
如き屋内駐輪施設は半恒久的な構築物として建設される
ため、建設土地を入手し難いと云う問題もある。即ち、
駅付近の土地は比較的貴重であり、近年の地価の高騰の
故もあって尚更その価値が増加しつつあるのであるが、
その様な土地を購入して屋内駐輪施設を建築するのは経
済的に引き合わなくなりつつあり、そのため借地権等を
設定して比較的廉価に建設せんとすれば恒久建築物であ
ることから土地所有者側の承諾を得難いと云う欠点があ
った。斯くの如く、近郊の駅付近においては駐輪場が払
底しており、多くの通勤者が不便を惑しているのが実情
