力発生手段は前記ハウジング内に設けた空間部と
、この空間部に充填封入された高粘度流体と、前
記2軸の一方に係合され前記高粘度流体を強制移
動させる回転可能なブレードとから構成され、前
記ハウジングに外部と前記空間部とが連通する副
室を形成し、この副室に副室の容積を変化させる
べく調整手段を回転可能に螺合させたことを特徴
