Abstract

PURPOSE:To attain effective congestion control by monitoring a call end rate for a specific destination in a caller station and regulating the call stepwise in response to the decrease in the call end rate when the end rate is lowered more than a prescribed value. CONSTITUTION:Local exchanges 1, 2 and 3 connect to a relay exchange 4, a local exchange 6 connects to a relay exchange 5 to connect the exchanges 4, 5. The exchanges 1-3 and 6 always monitor the end rate of the call to a specific destination. Suppose that incoming calls to, e.g. the exchange 6 are abnormally increased and congestion takes place, then it is detected as the decrease in the end rate of the call for the exchange 6 by the caller stations 1-3 and dialing is regulated stepwise at the caller station through the comparison with the preset reference value. As a result, effective congestion control is quickly realized.

Conventionally, in this type of telephone network congestion control system, each originating station restricts calls in response to a call restriction request sent out upon detection of an abnormality on the receiving station side.

In the conventional telephone network congestion control method described above, the terminating station side detects congestion and sends a call restriction request, so a call restriction request signal is sent to a large number of calling stations all at once. In some cases, special equipment is required for transmitting and receiving the signals, and if the transmission line along the way becomes congested, the transmission line for transmitting and receiving control signals often becomes inoperable. The disadvantage is that the control is no longer effective.

The telephone network congestion control system of the present invention monitors the completion rate of calls to a specific destination at a calling station, and when the completion rate drops below a certain reference value, the call completion rate for the specific destination is reduced. The regulations will be structured in stages according to the requirements.

In the figure, local exchanges 1, 2 and 3 are connected to transit exchange 4, local exchange 6 is connected to transit exchange 5, and transit exchange 4 and transit exchange 5 are connected. These local exchanges fil, 2.3 and 6 constantly monitor the completion rate of calls to a particular destination. Therefore, for example, if the number of incoming calls to local exchange 6 becomes abnormally large and a congestion state occurs, this will be detected as a decrease in the completion rate of calls destined for exchange 1IILG at originating stations 1, 2, and 3, and this will be detected in advance. By comparing with the set standard value,
Step-by-step call regulation will be implemented at the originating station.

その結果速やかに効果的な輻轢制御卸が実現される。As a result, effective congestion control can be quickly realized.

As explained above, the present invention improves the completion rate of calls to a specific destination at the originating station without relying on control signals from the terminating station when a call congestion occurs, and without requiring a dedicated device for transmitting and receiving control signals. This has the effect of autonomously implementing call control based on the above.
