Regarding the outgoing call restriction method in the exchange that processes the call setup request received by the call processing device, it is possible to implement outgoing call restriction that eliminates the congestion that has occurred as effectively as possible and without affecting processes that are not subject to regulation. For the purpose of A restriction information transfer means is provided to create restriction start information including the type of call setting request to be used and transfer it to each subscriber accommodation device, and to send restriction start information transferred from the call processing device to each subscriber accommodation device. The system is configured to provide a restriction means for restricting the transfer of a specified type of call setup request to a call processing device. [Industrial Application Field] The present invention allows a plurality of subscriber accommodating devices to transfer call setup requests from each subscriber they accommodate to a commonly provided call processing device, and to process received calls by the call processing device. This paper relates to a call restriction method in an exchange that executes processing in response to a setting request. [Prior Art] Figure 5 is a diagram showing an example of a conventional call restriction method. FIG. 5 shows a network 1, a control device 2, a signal control device 3, and a plurality of subscriber terminal devices 4, which constitute an exchange.
(individual subscriber terminal equipment is expressed as 41, 41, the same applies hereafter), subscriber terminal equipment 4 accommodates subscribers 5-, 5b, and 5, and subscriber terminal equipment 4b accommodates a subscriber 54.

When any subscriber 5 requesting call setup transfers a call setup message including the call type to the subscriber terminal device 4 to which it belongs, the subscriber terminal device 4 transmits the received call setup message as follows:
It is transferred to the control device W12 via the network 1 and the signal control device 3. The control device W2 is connected to each subscriber terminal device 4.
Based on call setup messages transferred from the network, the required call setup processing is executed centrally. On the other hand, a congestion detection unit 2l provided in the control device 2 monitors the processing state of the control device 2 based on, for example, the operation rate or the occupancy rate of a buffer memory (not shown), and determines whether the operation rate or the occupancy rate of the buffer memory is When the predetermined reference value is reached, the control device 2 determines that a congestion state has occurred, and activates the transmission restriction section 22 provided in the control device 2. The activated call regulation unit 22 uniformly regulates the processing of call setup messages transferred from each subscriber terminal device 4 according to the degree of congestion. [Problems to be Solved by the Invention] As is clear from the above explanation, in the conventional call restriction system, the control device 2 detects congestion and processes the call setup message transferred from each subscriber terminal device 4. Because the restrictions are uniform, call setup messages subject to restrictions will continue to be sent to the control device 2 from each subscriber terminal device 4 even during the restrictions.
As a result, the invalid load on the control device is not reduced, and there are adverse effects such as delays in processing that are not subject to regulation.

The control device 2 centrally executes the required call setting processing based on the call setting messages transferred from each subscriber terminal device 4. On the other hand, the congestion detection unit 23 monitors the processing state of the control device 2 based on, for example, the operation rate or the occupancy rate of a buffer memory (not shown), and determines whether the operation rate or the buffer memory occupancy rate is a predetermined reference value. When reaching the limit, the control device 2 determines that a state of congestion has occurred, analyzes the congestion discharge and congestion factors, and determines the subscriber 5 whose call is to be restricted, the call type, and the restriction rate (hereinafter collectively referred to as restriction information). , is transmitted to the regulation information transfer unit 24. In FIG. 4, as a result of the analysis, the congestion detection unit 23 shows that the subscriber 51
