【発明の詳細な説明】 〔産業上の利用分野〕 本発明は、信号伝送路として電話回線を利用する分散形
システム,および回線のトラヒック集中を回避する情報
伝送方法に関するものである.〔従来の技術〕 従来のビル管理システムの構成は、専用の信号伝送路を
用いた集中形であった。集中形では、端末装置は設備機

持ち、データの計測は端末装置を介して中央装置に送ら
れ,ビル内の設備機器を中央装置で監視・制御していた
。しかし、この構成では、処理能力の大きな中央装置が
必要で,しかも、システムの信頼性を確保するため中央
装置を2重化するとシステムのコストが高くなるという

は、呼量)が増大して輻そう(トラヒックの混雑状態)
を起こし、それが進行すると全く通信できなくなる(デ
ッドロック)という問題がある。また、輻そうにより中
央装置の話中の率が多くなると、再ダイヤルにより再び
通信を試みる方式(リダイヤル)が大半を占めており,
