A pair of semicircular positioning rings connected in an annular manner so as to surround one of the pair of tube materials whose joint end surfaces are abutted against each other, and each having a semicircular arc shape that is attachable to and detachable from the one tube material; a fixing means capable of fixing the pair of positioning rings attached to at least one of the pair of positioning rings in a connected state to the one pipe material; and a fixing means capable of fixing the pair of positioning rings in a connected state to the one pipe material; a pair of support rings connected annularly adjacent to the rings; tapered locking portions formed on the respective peripheral surfaces of the pair of support rings and the pair of positioning rings and locking each other; a connecting and fixing means that is interposed between the pair of positioning rings and the pair of support rings and expands the distance between them to integrate them via the locking portion; a pair of pivot tubes each having a semicircular arc shape that can be rotatably engaged concentrically with the pair of tube members; and a pair of pivot tubes that are assembled to one of the pair of support rings to drive and rotate the pair of pivot tubes. A tube circumferential welding device comprising a rotating tube driving means and a welding torch attached to one of the pair of rotating tubes and facing the abutting portion of the pair of tube materials.
