数発生部と、 予め、所望の消費電力量を前記パワースイツチ
コントロール部に設定する消費電力指定入力部と
を具備し、 この消費電力指定入力部から設定された前記消
費電力量に対応する一定時間当たりのトリガパル
スの数を送出し、前記乱数発生部により前記トリ
ガパルスを1個または複数個の連続パルスにする
と共にその組み合わせ及び送出間隔をランダムに
して前記パワースイツチコントロール部から送出
