In order to achieve the above object, the present invention has a plurality of frequency bands, and each frequency band is an uplink or downlink from an air interface and a mobile terminal. In a mobile communication system in which whether or not is determined, receiving base stations capable of receiving signals in one uplink frequency band and arranged at distance intervals according to the transmission output of the mobile terminal, and one downlink frequency band Between the transmission base station, which is capable of transmitting the above signal and whose transmission output and arrangement are determined so as to cover at least one reception base station, and the transmission base station and the reception base station are connected by a line. An exchange that establishes a communication line with a fixed terminal or a mobile terminal via a network and exchanges signals with each other, and the exchange has the optimum mobile terminal coverage. Detect receiving base station In addition, the correspondence relationship between the receiving base station selecting unit that stores and manages the receiving base station identification information and the receiving base station and the transmitting base station that covers the receiving base station is described for each transmitting air interface of the transmitting base station. A mobile terminal management table that stores the transmission / reception base station correspondence table, a transmission base station that covers the mobile terminal and a mobile terminal management table that stores the reception air interface type of the mobile terminal are provided for each mobile terminal. At the time of transmission from the terminal, the exchange selects the optimal receiving base station that covers the mobile terminal using the receiving base station selection unit, reads the receiving method of the mobile terminal from the mobile terminal management table, and selects it first. Based on the receiving base station identification information and the receiving method information of the mobile terminal, the transmitting base station is selected from the table for transmitting and receiving base stations, and when the mobile terminal receives a call, the switching center uses the mobile terminal management table to display the mobile terminal. To Read the identification information of the receiving base station and the receiving air interface type information of the mobile terminal, select the transmitting base station from the table corresponding to the transmitting / receiving base station based on the information, and move from the transmitting base station. The incoming call signal is sent to the terminal, and the receiving base station selecting unit selects the receiving base station based on the response signal.
