A tooth ring arranged so that the tooth tip faces the ball passage, a sensor for detecting and counting a pachinko ball flowing down into the ball passage downstream from the tooth tip position of the tooth ring, and the tooth. A tooth ring stopper that engages the tooth tip of the tooth ring to stop the rotation of the tooth ring at any position with respect to the tooth tips of the wheel, and the tooth ring stopper can be engaged and disengaged to reach a predetermined number of balls. A pachinko ball counting and dispensing device, characterized in that it further comprises a solenoid for driving and controlling the tooth ring stopper so as to engage with the tooth tips of the tooth ring.
