PROBLEM TO BE SOLVED: To recycle a packaging envelope as resources after use of the same by using two paperboards and processing them into a shape having cylinders arranged side by side on one face of one of the paperboards as a packaging envelope having a shock absorbing effect to protect articles from shock and vibration applied to the articles at the time of transport. SOLUTION: When a packaging envelope is made by using a paperboard processed into a shape having a shock absorbing effect, two paperboards; that is, a paperboard 1 to be processed into a cylindrical shape and a paperboard 2 to which the paperboard 1 is stuck, are prepared. The paperboard 1 is folded so that portions 3 forming adhesive faces and portions 4 forming cylinders are alternately arranged, and each portion 3 forming the adhesive face is bonded to the paperboard 2. Then, by bonding the portions 3 forming the adhesive faces to the paperboard 2 continuously one after another without leaving a gap between the preceding portion 3 and the subsequent portion 3, processing is performed in the form that cylinders are arranged side by side on one face of the paperboard 2.
