SOLUTION: When an elevator is under normal conditions, respective call buttons 10a-10c in a car, a door opening button 11, a door closing button 12, the normally-open contact 13a ((a) contact) of a failure detecting relay 13, and a normally-open contact 14b ((b) contact) of a power failure detecting relay 14 are open, thus keeping usual functions operative. When this detecting circuit 8 detects some failure of the elevator, the failure detecting relay 13 operates to close the contact 13a. Then, the respective call buttons 10a-10c, the door opening button 11, and the door closing button 12 are connected to a starting circuit 7, thus it is possible to start an inter-phone by operating any of the buttons.
