CONSTITUTION: A steel consisting of C; 0.001W0.04%, Si≤0.5%, Mn; 1W3, pref. 1.6W3%, Cu; 0.2W0.5%, Ni≤2.5%, Cr≤1%, Mo≤1%, V≤0.15%, Nb≤ 0.05%, B≤0.04%, Al≤0.07%, one or more out of Ca, Ce and Y; 0.015%, and the balance Fe is heat treated as follows: it is hardened from a temp. above the Ac3 point and tempered in the range of 550°CW the Ac3 point. By this method a steel capable of ensuring a necessary strength level can be manufactured, and it is used for a plate for a line pipe.
