CONSTITUTION:Cone paper 16 which is formed by sheeting natural pulp is dipped in the resin solution which comprises dissolving 30 to 40% of a resin such as chlorinated polyethylene which is high in crystallinity and does not dissolve in polar solvents into a solvent, after which it is dried, whereby a resin film 17 is formed. Next, the cone paper 16 is dipped in the resin solution comprising dissolving 30 to 40% of a resin such as acrylic base which dissolves in polar solvents into a polar solvent, after which it is dried, whereby a resin film 18 is formed. Then, the film 18 perfectly closes the pinholes of the film 17 and the perfect waterproof films are formed on the surface of the cone paper 16.
