When a clamp cylinder 5 is lifted, the leading end of the strip 17 is held between the upper clamp head 8 and the lower clamp head 9 and fixed thereto. The clamp frame 10 is rotated around a fulcrum point A by an operation of the clamp frame moving cylinder 7 arranged in the mount frame 15, the leading end of the strip 17 is inserted into a grip 18 arranged in the take-up cylinder 2 of which position may electrically be positioned, resulting in showing an energy saved and rational operation.
