Gases and odors which escape from the process are adsorbed on the movable activated carbon filter 9 and the fixed activated carbon filter 8 provided at the exhaust port 3, and only the cleaned air is discharged to the outside of the a-paratus. When not connected to power source, the movable activated carbon filter 9 closes the intake 2 and the fixed activated carbon filter closes the exhaust port 3 to prevent the escape of the odors of dust, etc., adhered to the dust-collecting electrode 4 to the outside through the air intake 2 and the exhaust port 3.
