The operation mechanism 3 of the adjusting valve has a change-over valve which is installed in the front of the actuating cylinder of the main steam adjusting valve 2, and this change- over valve changes over the supply of an oil pressure from the pilot valve which is actuated by a link mechanism 8 of a mechanical oil pressure system and the supply of an oil pressure from an electric oil pressure converter 13.
