Abstract

PURPOSE: To obtain the title finely divided composition useful as a coating material, capable of giving films having improved properties, with excellent storage stability, by using an oligomer composition neutralized with a basic substance or its mixture with a water-soluble resin as a dispersing agent.
CONSTITUTION: A solution of a hydrophobic resin, e.g. epoxy or melamine resin, in a solvent is dispersed in water by using (a) 0.1W5wt% of an oligomer composition having an acid value of 50W700, a hydroxyl number of 0W200, and a number- average molecular weight of 800W2500, neutralized with a basic substance, or (b) its mixture with a water-soluble resin having an acid value of 30W150, a hydroxyl number of 10W100, and a number-average molecular weight of 2000W 10000, neutralized with a basic substance as a dispersing agent. The solvent is then distilled off to give the desired composition.
