Abstract

PURPOSE: Title composition that is made by mixing an emulsion resulting from emulstion polymerization of a monomer mixture consisting of vinyl chloride and other monomers in the presence of polyvinyl alcohol containing sulfate group or so with a repidly hardening cement, thus being used to coat steel surfaces.
CONSTITUTION: A rust and corrosion proof coating composition for steel materials that is made by mixing (I) a synthetic resin emulsion of lower than 30°C galss transition point (Tg) resulting from emulsion polymerization of a monomer mixture containing (A) 30W70wt% of vinyl chloride monomer, (B) 15W65wt% of an alkyl ester of α,β-unsaturated carboxyic acid except methyl methacrylate and 2W 15wt% of vinyl acetate in the essential presence of a polyvinly alcohol having sulfonic or sulfate groups, with (II) a rapidly hardening cement at a polymer/cement ratio of 0.2W0.6, and, when necessary, aggregate, surfactant, pigments are incorporated.
