PURPOSE:To prevent an active material from being softened and detached, by mixing a fine powder of fluoine resin with a high polymerization degree and crystallization speed in the paste, and by constructing a reticular construction of fluorine resin in the paste during the paste mixing process. CONSTITUTION:A fine particle of diameter about 0.5 microns, obtained by an emulsifying polymerization of flurorine resin with molecular weight more than 100,000 and crystallization speed above 50%, for instance, ethylene polytetrafluoride, is added to water together with non-ion surface active agent to be a stabilized dispersion. This is added to a lead powder together with water, sulfuric acid, after a primary mixing of the paste by the method of stirring, kneading, spreading, etc., further to be well kneaded by dropping a dilute sufuric acid. At this time, the paste state active material, with ethylene polytetrafluoride being made fibroid getting entangled, becomes a state having a rubber state elasticity.
