The proportional control form actuator 7 opeing-and- closing controlling an engine sucking air passage 6 separately mounted in parallel with a throttle valve 5 is driven by the output of a control circuit 4 obtained in this manner, and the flow rate of air sucked by means of the engine is controlled, thus controlling the speed of revolution of the engine in the command.
