PURPOSE:To produce the steel of less P content and target C grade by suspending the oxygen blowing operation at the specific point during steel making and refining with an oxygen top blowing converter, stirring the molten metal by blowing inert gas or the like with an immersion lance then tapping the steel. CONSTITUTION:Raw material molten iron and slag forming agents such as lime are charged into an LD converter and the lance is lowered at a fixed distance on the molten steel to top-blow oxygen, whereby steel is produced. C is oxidation-removed by the oxygen blowing and is decarbonized down to the C content close to C of produced steel kind of 0.1% or more.
