Abstract

PURPOSE: To store efficiently a memory unit with a color picture whose color kinds and fineness are limited to a certain degree by attaining coding with high precision corresponding to the local property of each region obtained by thinning the color picture.
CONSTITUTION: A color picture is thinned into blocks of previously-fixed size and those blocks are extracted by block extraction part 701; and block-kind decision part 702 decides upon a monochrome block and the monochrome block is processed by block state selection part 703 while a polychrome block is processed by polychrome block selection part 706. The digital coding of a group of blocks processed by those decision parts 702 and 706 is carried out by monochrome block-(a) coding parts 704 and 707, and monochrome block-(b) coding parts 705 and 708. They are further thinned by sub-clock extraction part 709 to extract blocks, and the coding of monochrome and polychrome blocks is also carried out by monochrome sub- block-(d) coding part 711 and polychrome sub-block-(e) and (f) coding part 712.
