CONSTITUTION:A one-line character string including a noise is scanned by a block detecting part 1; and when the detecting part 1 detects a block, block data is supplied to a block information detecting part 2. The detecting part 2 adds block numbers to detected blocks in order and detects block information. This block information is stored in a block information storage part 3. Meanwhile, block data is supplied to an interblock information detecting part 4; and when the next block data is supplied, the detecting part 4 detects information between two blocks. This information between blocks is stored temporarily in a interblock information storage part 5. A recognizing part 8 discriminates and recognizes forms and positional relations of respective blocks overall in accordance with information stored in storage parts 3 and 5, a format information storage part 6 and a dictionary part 7 to output the most accurate character string.
