When toner 2 is charged, e.g. negatively, positive bias voltage is applied to plate 10 from electric power source 14 and transparent developing electrode 11 having negative bias voltage is approached closely opposite to the photosensitive toner layer, and the layer is imagewise exposed through electrode 11 in this state. At that time, since the charge quantity in the dark 12 does not change, but in the light 13, the layer loses the charge, and it is charged to a reverse polarity to the same potential as plate 10, thus forming a positive image on plate 10 and a negative image on electrode 11.
