The catalytic composition is represented by formula (Mo)a(W)b(Bi)c(Pb)d(A)e(O)f, where A is at least one element selected from K, Rb and Cs, a to f are each the number of atoms of component elements, and when a+b=12, the following relationships must hold: 0≤b≤7.0, 0.4≤c≤7, 2≤d≤12, 0.001≤e/a≤0.22, with f being a half of a total of the products of the valency and the number of atoms for each element other than oxygen.
