CONSTITUTION:A central shaft 11B and its reduced-diameter portion 11b, and a hollow shaft 12A and threads 13A are provided at both side plates 1D, 1E of an outer tank, pipe forming materials 14C, 14D made of FRP or the like are formed in conical shape on the outsides of the central shaft and the reduced-diameter portion, and folded members 15C, 15D made of stainless steel or the like are similarly formed in conical shape. The outermost pipe forming members 16C, 16D are engaged with the central ring 17J, and the members 14C, 14D, 16C, 16D are completely fixed at the respective ends via screw 13A to the shafts 11B, 12A, the ring 17J or the like.
