Thus, troubles with gravel road, etc., with respect to walkability, roughening, etc., can be eliminated, the water collecting and draining capability of the ground so levelled can be raised by the synergestic action of the netting 1 and the nonwoven fabric 2, and also the freezing of the ground in the winter season can be prevented.
