PURPOSE:To enable high-speed operation by making the center of gravity of a picture surrounded with an arithmetic window as the center position of a reference window when a reference picture is stored, and acquiring a desired picture nearly in the center of a reference window automatically in an initial field. CONSTITUTION:A video signal 6 from an image pickup device 5 is converted into a picture signal 8 by an A/D converter 7. In an initial field, an arithmetic window position signal 12 outputted by a setting circuit 11 of an initial position of an arithmetic window is supplied to the position deciding circuit 14 of the arithmetic window 14 in an arithmetic-window setting circuit 13 to determine the initial position of an arithmetic- window. An arithmetic-window width signal 16 outputted by an arithmetic-window initial-width setting circuit 15 is supplied to an arithmetic-window width deciding circuit 17 to determine the initial width of the arithmetic-window. The picture signal cut with the arithmetic-window whose initial position and initial width are determined is stored temporarily in a part 18, and also supplied to a maximum/minium detecting circuit 19, and a binary-coding circuit 20 to be converted into a binary-coded picture signal 21. This signal 21 is supplied to a center-point arithmetic circuit 22 and an area measuring circuit 23 to calculate and output a reference-window initial-position signal 24 and a reference-window initial-width signal 25.
