CONSTITUTION: A stop signal generator 31 outputs a stop signal S12 in accordance with a stop condition. A minimum lever position signal generator 39 outputs a lower limit adjusting position control signal S14. A target idle speed arithmetic circuit 32 outputs an idle speed control signal S10. Even if a control lever exceeds a minimum lever position during operation at idle speed, the signal S14 is output from a decision output circuit 37 to hold the minimum lever position. In this way, undershoot of speed at idle operation is decreased. Further an engine can be surely stopped by the stop signal S12.
