PURPOSE:To manufacture a high tension PC steel rod or steel wire which is excellent in the delayed fracture resistance performance, by working a steel rod or a steel wire of martensite structure in hot working, and tempering it, in case of its drawing working and deforming working. CONSTITUTION:A wire rod 1 of martensite structure whose carbon content is <=0.4wt.% is heated continuously and quickly at a temperature rise speed exceeding 50 deg.C/second up to 250-600 deg.C of a tempering temperature, by high frequency induction heating or direct electrification heating, in a heating device 2. Said heat treatment is controlled, by measuring a surface temperature of the wire rod 1 with a thermometer 6. The wire rod 1 is led to a hot working device 3 within 10 seconds after heating, plastic working is performed within a range of 5-30% by a die or a roll, its heat is retained to a tempering temperature about 1 minute or less by a heat retaining furnace 4, and after that, it is forcibly cooled in a water-cooling.
