At time t3, when a character readout area ends, the control part 10 switches the form conveyance speed of a form conveying mechanism 1 from a low conveyance speed V1 for the character readout area to a high conveyance speed V2 for an area other than the character readout area, and starts the detection processing of the rear end of the form. At time t4, when the read end of the form is detected, the control part 10 calculates the length of the form on the basis of the elapsed time from the time t2 to the time t4 and conveyance distance information which is stored in a memory 8 and corresponds to each scanning, thereby checking double conveyance and jamming.
