An automatic controller of specific gravity 42 is regulated by the pulse signal outputted from the deviation detector 41, the opening of the flow adjusting valve 6 of a steam supply pipe 7 is regulated and the steam flow supplied in a foaming bath 2 of the prefoaming machine 1 is adjusted.
