CONSTITUTION:An observing section 2 delivers an input character M to a character pickup section 3 after being converted into a video signal V. The section 3 picks up a character pattern. A recognizing section 4 calculates the distance between the character pattern and the standard pattern of a dictionary 5, identifies it into the least distance category for output R. A dictionary forming section 6 refers the input character pattern and the dictionary 5 to calculate the dictionary pattern. A dictionary registration section 7 compares the standard deviation of a calculated dictionary with a predetermined threshold value for the registration of correction and addition of the dictionary pattern.
