PURPOSE:To prevent the malfunction of a device due to the manual operation when a still picture signal is received, by controlling a still picture recording device by the AND output between the receiving signal of the still picture signal and a recording command signal. CONSTITUTION:Channels of a television signal demodulator 12 are switched by the channel switching signal from a center A so that the signal appears in a specific position of the decoder of a channel switching controller 11. When a still picture is transmitted by a channel 1 and the still picture is requested by a terminal, a positive signal appears in the channel 1 of the decoder of the channel switching controller 11. Then, this appearance indicates that this signal detects that the receiving signal is a still picture signal, and this signal is inverted by an inverter 22 and is applied to an AND gate 23, and AND between this inverted signal and the signal from a keyboard 16 is operated. This AND output becomes a control signal which prevents a still picture recording device 14 from being set to the recording state by the manual operation of the snap button on the keyboard during receiving of the still picture.
