CONSTITUTION:Call display signal lines are scanned in order by using a scan circuit 13 and polarity of the call display signal is transmitted to a call detection ciruit 14. Next, when a call signal is detected, it is output to a call signal line 18 and a scan control circuit 15 stops scanning of a scan circuit 13 by using a call signal. Then, a data generation circuit 16 outputs the center trouble information code which consists of plural number of code system to a transmission data line 20 in order. Furtheromore, if the center trouble information code is transmitted to the circuit for a constant time, a data generation circuit 16 outputs the result to a data transmission completion signal line 19 and after that, the stopped scan is started to scan.
