PURPOSE:To break the harmful cast metallic structure included in a steel blank material in order to make the structure homogeneous, and to reduce the segregation of constituent metals, by employing a roll provided with a prescribed groove for carrying out a hot rolling process, and by employing a flat roll for carrying out a finish rolling process at the final stage. CONSTITUTION:At a continuous casting process or t a stage of blooming and hot rolling processes, a grooved roll is employed; in which, the grooe or a grooved-and- tongued face is prescribed with 0.7< aspect ratio N(=L/d)<=5, and 30 deg.< angular aperture theta<=136 deg.. The cross section of the groove is a trapezoid composed with bottom sides L, (l) and height (d); theta is the angular aperture, and P1, P2 are the axial pitch and the circumferential pitch. At the final stage of the hot rolling process, the finish rolling process is carried out with flat rolls arranged as the upper and lower work rolls. By the present constitution, the structure is made homogeneous, and a product with the least defect and the least anisotropy is obtained.
